Why Modi Government is pre-retiring the government employees ?

Recently I have read the Indian government decision about "1 Rank 1 Pension" for armed services, the decision was widely accepted. But recently I have heard a news in Delhi Transport Corporation (DTC) that government will limit the service years to 33 years with no pension means if employee got the government job at the age of 20, then he/she will be retired by the age 53 not at the age of 60 and getting all money at one time.

This decision can be a way for new upcoming protest in Delhi because the employee who are still able to work and contribute in government services can come to road to protest against this decision. Apart from that, the decision about "No Pension Scheme" for government employees is utter nonsense because you can't imagine the death date of a person.

• I am pointing out this point because if government gives money to retired employee for maximum 30 years but employee survives even after those 30 years then will he/she able to appeal for further money (condition: retired employee is not having children and 85-90 years of age is very very much to travel and complete the slow government processes) ?
• Second condition is that if an employee got the money for 30 years but suddenly he/she died after 5-6 years of retirement, then government simply wasted the money for 24-25 years.

So this decision is totally nonsense and old pension scheme is the ultimate solution.
